OPERATIONS SECTION

The Operations Section is responsible for the management of all tactical operations directly applicable to the primary mission.

DIVISION / GROUP SUPERVISOR
Chris Barney
 

​​Chris Barney entered the fire service in 1996 as a volunteer in Colorado, then progressed to a career position with South Metro Fire & Rescue.  In 2003, Chris transitioned his career to Portland Fire & Rescue, working later in the Training Division from 2011-2013, and is now a Lieutenant with Engine-9 in the Hawthorne neighborhood.

 

Chris has experience in large-scale wildland & all-hazard incident response and management having been assigned to numerous fire assignments throughout Colorado, Texas, and Oregon.  In 2010, Chris joined the OSFM Incident Management program as a Division/Group Supervisor.  He has participated in several large-scale all-hazard IMT drills in different states, continues to study the discipline at the National Fire Academy and the Emergency Management Institute, and has taught at FDIC.

Vince Stafford
 

​​Vince began his career at Molalla Fire in 1991, and in 1995 received his Paramedic license, 1998 hired by Central Coast Fire District, left CCFD as Fire Chief to be Molalla Fire District Fire Chief in 2006. He is assigned to the Green Team as Division Group Supervisor. 

 

Vince has worked in many different roles in Fire and Emergency services. He holds numerous certifications and attended National Fire Academy, and Emergency Management institute course.

 

He enjoys his off time fishing, boating, time with family and friends.

Wayne Painter
 

Wayne currently works for the City of Medford as a Captain on the Heavy Rescue. He has been with Medford Fire for 27 years.

 

Wayne also works on a Federal Incident Management Team in the Planning Section, and operates as a Resource Unit Leader.

Ron Hawkins
 

Ron is an alternate Division/Group Supervisor on the Green Team. He began his fire service career in 1991 as Volunteer with Redmond Fire and Rescue. Ron joined their ranks as a career Firefighter/Paramedic for in 1996 and currently holds the rank of Captain.  

 

In addition to the OSFM Green Team I serve on Central Oregon's Type-3 team and is a trainee for Oregon Team 3, which is a Federal Type-2 team based in Central Oregon.

 

When not working his hobbies include playing with his grandchildren, hunting and water skiing.

PLANNING SECTION

The Planning Section is responsible for the collection, evaluation, dissemination and use of information about the development of the incident and the status of resources. Information is needed to understand the current situation, predict the probable course of incident events and prepare alternative strategies for the incident.

LOGISTICS SECTION

The Logistics Section functions to provide services and support to the incident response effort in the form of personnel, facilities, and materials. The Logistics Section serves as the support mechanism for the ICS organization.

Michelle Johnson
 

Michelle started her career in 1993 as a volunteer firefighter EMT.  She served with Jackson County Fire District #3 for 6 years before joining the Oregon State Fire Marshal’s office as a Deputy State Fire Marshal in 2001.

 

Michelle has also served as president of the Oregon Fire Marshal Association and served two terms on the Oregon Fire Service Fire Policy committee.

 

Michelle spends her free time with her grandkids,  playing guitar and gardening.

FINANCE SECTION

The Finance Section tracks incident costs (e.g., response, scene management, and removal) and accounts for reimbursements.

Valerie Abrahamson
 

Valerie began her career with the Office of State Fire Marshal (OSFM) in 2013 with the Community Right to Know Program. After 10 years as a small business owner, Valerie decided to go back to college and study Criminal Justice. Prior to coming to the OSFM, Valerie worked at DHS in the Child Welfare Program. But her dream was to work for Oregon State Police, and this is what ultimately led her on her path to the OSFM. Valerie currently works as an Executive Assistant to the State Fire Marshal, Jim Walker.

 

Valerie joined the Green Incident Management Team in 2013 as a Documentation Unit Leader. In 2014, she was made aware of the need for Finance Section Chiefs and was accepted into the role. Valerie was deployed to the 2014 Two Bulls Fire in Bend, Oregon as a trainee and is working towards completing her task book to be a fully qualified Finance Section Chief.

 

When not at work, Valerie enjoys spending time with her husband and children. She also enjoys concerts, reading, learning new things, and working on her house.
